@chrisjrn thank you for explaining this, I've been trying to decode the two seemingly identical except for cost sections in my bills for ages now. They (PGE, SDGE, etc) really don't explain it well.
@davidism Here's a better explanation:
You pay a minimum delivery charge (MDC) of approx $12/month for the privilege of being connected to the grid.
NBCs (non-bypassable charges: fire safety fees etc) count towards your minimum delivery charge but are NOT offset by exports if you accrue more NBCs than you pay in MDC annually.
So if you do a lot of consumption from the grid at night, you'll pay $0.031ish/kWh for the privilege regardless of what you export.
